Introduction

The St. Charles Government Services Committee met on July 29, 2021, to discuss infrastructure improvements and approve event-related street closures. The meeting highlighted public safety measures, technology investments for water systems, and preparations for upcoming community events.

Key Decisions Made

  • Approved omnibus agenda items.

  • Authorized partial closure of First Street for Jazz Weekend.

  • Approved temporary, intermittent closures for the Constitution Day parade.

  • Awarded Sewer System Evaluation Survey (SSES) contract for Basin SC05 to Engineering Enterprises Inc.

  • Approved SCADA Program Management Phase 3 contract with Concentric Integration.

Jazz Weekend Street Closure

The Saint Charles Business Alliance requested permission to close a portion of First Street during Jazz Weekend. This section of the street was already closed for expanded dining through October, reducing the impact of the event. Bands will perform from 12 PM to 5 PM on September 11 and 12, 2021. The committee unanimously approved the closure request.

Constitution Day Parade Approval

The Veterans Center requested intermittent closures on September 17, 2021, for its Constitution Day celebration and parade. The closures, lasting approximately 10 minutes at a time, will not interfere with upcoming Homecoming parades. The committee approved this request, ensuring safe passage for parade participants while minimizing disruption.

Sewer System Evaluation Survey (SSES)

The committee awarded a contract for the Phase 2 Sewer System Evaluation Survey (SSES) for Basin SC05 to Engineering Enterprises Inc. This initiative, mandated by the EPA, will use smoke testing to locate cracks and illegal connections that cause infiltration and inflow (I&I). The goal is to reduce sewer backups and strengthen the city’s wastewater infrastructure.

SCADA Program Management Phase 3

The Supervisory Control and Data Acquisition (SCADA) system, which operates the city’s water and wastewater infrastructure, is undergoing a multi-phase upgrade. Phase 3, awarded to Concentric Integration, focuses on enhancing system security to prevent cyberattacks. Two additional phases are expected, ensuring long-term reliability and protection of city utilities.

Additional Notes

  • An omnibus vote was approved early in the meeting, covering routine matters.

  • No executive session or additional agenda items were presented.

  • The meeting adjourned shortly after all votes were finalized.

Conclusion

This brief but impactful Government Services Committee meeting emphasized St. Charles’ dedication to maintaining safe, reliable infrastructure while supporting local cultural events. By advancing critical sewer inspections, investing in SCADA security, and approving event permits, the city is striking a balance between public safety, infrastructure modernization, and community engagement.
