St. Charles Approves Utility Rate Increases, Digital Modernization, and Student Safety Initiative

  • Quarterly updates to track cost savings and implementation progress

Microsoft Exchange Software Licensing

  • Purchase approved for $45,320

  • Supports existing on-premise email until migration to cloud-based Office 365

  • Ensures continuity of communication and IT operations


Service Agreements for Local Organizations

  • St. Charles Business Alliance: $698,600 for FY 2023-2024

  • St. Charles History Museum: $50,000 for FY 2023-2024

  • Funding supports local business development, cultural events, and historic preservation


Utility Rate Adjustments

  • Water: 6% increase approved (original recommendation: 12%)

  • Sewer: 6% increase approved

  • Electric: No change

  • Finance staff tasked with identifying alternative funding sources to cover the $400,000 revenue gap created by the reduced water rate.

The decision balances the need for critical infrastructure improvements with resident affordability concerns.

  • Tax Increment Financing (TIF): Resolution approved to maintain current statutes, ensuring continued funding for local development projects.

  • Deferred Municipal Push Tax: Ordinance approved to defer video gaming terminal tax until December 31, 2023, pending ongoing court cases.


Police Department: “Handle With Care” Program

  • Collaboration with the D303 School Board to support students involved in police matters outside school

  • Schools receive discreet notifications to provide support

  • Parental notification occurs where practical
