Dual Liquor License Approved, Pride Stores

Introduction

On December 20, 2022, the St. Charles Government Operations Committee convened to discuss updates to liquor licensing. The committee approved a new dual liquor license classification and a specific A3 liquor license application for The Pride Stores at 3025 East Main Street, supporting a hybrid fueling station and restaurant concept.


Approval of Agenda Items

The meeting began with a roll call and approval of general agenda items, setting the procedural stage. All initial motions passed unanimously, allowing the committee to focus on substantive liquor licensing matters.


New Dual Liquor License Classification

The Police Department, represented by the Chief, presented a recommendation to amend liquor license classifications, proposing a new dual license type.

Purpose of the License

  • Designed for fueling stations or convenience stores with restaurant operations.

  • Allows package liquor sales and on-premise consumption.

Restrictions

  • No on-site consumption of packaged goods.

  • Liquor retail sales must be 10% or less of gross square footage.

  • Establishments must offer additional goods or services beyond liquor sales.

Members questioned the precedent this new license may set for other similar businesses. JT McGlenn, Director of Operations for Pride Stores, shared insights from their Naperville location, emphasizing the hybrid business model which integrates dining within a fueling station.


The committee approved the ordinance amendment, enabling implementation of the dual license in St. Charles.


Pride Stores A3 Liquor License Application

Following the ordinance discussion, the committee considered The Pride Stores’ specific A3 license application.

  • The location features a Taco Urbano restaurant integrated within the fueling station, following the dual license criteria.

  • Committee member Mr. Lindzion recused himself due to a conflict of interest.

  • No video gaming license is requested for this location.

The committee approved the application, allowing Pride Stores to move forward with their hybrid model concept. Both items had previously received a 4-0 recommendation from the Liquor Control Commission.
